The Metro Manila Flood Management Project Phase-1 is an initiative between Metropolitan Manila Development Authority (MMDA) and Department of Public Works and Highways (DPWH) under the loan agreement with World Bank and AIIB is looking for a Finance Management Specialist (FMS).

The FMS shall oversee and manage the overall financial management aspect including technical, administrative, and document controls of the project in consultation with the MMDA Project Management Office (PMO). The overall function covers all aspect of financial management in the daily activities and proper functioning of the PMO.

1. Designs an accounting and financial management information and reporting system for Metro Manila Flood Management Project Phase-1 (MM FMP P-1) in accordance with the Government procedures and Bank’s guidelines;
2. Assists in the preparation of Withdrawal Application and the required attachments for submission to the World Bank through client connection;
3. Prepares Annual Workplan and Budget for the Project in coordination with Project Management Specialist and Component Heads;
4. Frequently coordinates with the MMDA Finance team and Component Heads on budget and financial matters;
5. Attends to and monitors the disbursements of the Project so that the disbursement schedules as approved by the Bank and MM FMP P-1 are strictly followed; revises and updates such schedules if necessary; Provides analysis on major variances of actual vs targeted disbursements on a quarterly basis;
6. Assists in the preparation of the Quarterly Unaudited Interim Financial Reports (IFRs) and Annual Project Financial Statements (including Notes) for audit and issuance of COA Audit Certificate;

1. Prepares monthly Statement of Receipts and Expenditures (SRE) of the Project for submission to COA Auditor;
2. Prepares annual Statement of Sources and Application of Funds (SSAF) of Project for audit by COA and issuance of Audit certificate, as applicable;
3. Assists in the financial planning and forecasting with the MMDA team, as necessary;
4. Assists in the preparation of Financial Progress Reports and updates (ppt slides) during periodic Implementation Support Mission by the Bank;
5. Assists in the resolution of issues (audit recommendations) by the Commission on Audit as reported in the Management Letter during the annual audit of the project financial statements;
6. Closely monitors the efficient flow of funds from sourcing to disbursement (i.e. receipt of funds and issuance of Credit Advice by the Bureau of Treasury, request for and issuance of Notice of Cash Allocation (NCA) and Special Allotment Release Order (SARO), if necessary by Department of Budget and Management);
7. Ensures that project funds are properly accounted for and reported on time;
8. Processes requests and disbursement of funds for the Project, in coordination with Procurement Officer and Component Heads;
9. Prepares all Project-related financial reports for submission to the Bank;
10. Maintains logbook of Earmarking of Procurement Requests (PRs) and Obligation Requests (OBRs) and monitor its status;
11. Regularly coordinates Financial-related and budget updates, issues, and concerns to MMDA Finance Team and World Bank counterpart;
12. Performs other functions as may be directed by the Project Manager/Deputy Project Manager such as providing technical advice on financial management for MM FMP P-1.

The FMS must have advanced degree in public administration, business administration, organizational development, public finance management or related fields and must be a Certified Public Accountant (CPA). He/she must have at least 5 years of demonstrated work experience as a financial management specialist; and must have good knowledge of the financial management policies and procedures of the Government of the Philippines, multilateral financial institutions (e.g., World Bank) as well as of the institutional, technical, and commercial aspects of financial management. Experience in WB- assisted projects is an advantage. He/She can work independently but at the same time a good team player, and able to work under pressure and must be willing to go on field/site visits if necessary.
