Tasks are as follows:

Ensure understanding of user requirements by coordinating with various sections of ITD and departments of ADB;
Monitor, update and familiarize resource assignment across different project, budget and categories;
Assist in identifying risk areas i.e. supply/demand, over/under staffed, shortage of a specific skill etc. and review these with internal stakeholders;
Assist in reviewing resource requirements identified in business cases, concept papers, and change requests;
Assist in preparing actual resource cost and budget status;
Assist in preparing annual operational budget request for resource and ad-hoc costing requested by the user unit;
Assist in developing and generating resource management related reports and dashboards;
Assist managing and preparing monthly resource management reports (Resource Inventory and Notebook Monitoring);
Assist National Staff in sourcing and in generating information that will support management decision making on related resource matters;
Coordinate and assist in orientation of the new personnel to ensure a successful ramp up period;
Ensures that all resource management related records are updated and properly maintained;
Administer the Automatic Time Recording System (ATRS) and provide web access to all OIST agency personnel;
Undertake analysis and validation of various documents, ensuring accuracy of input, circulating and tracking of signatures, distribution into various application systems of ADB, maintaining and ensuring appropriate controls in the preparation of data;
Provide efficient services and actions on event logistics, incoming telephone calls and emails, taking accurate messages, deals with queries from internal/external parties to ensure they are resolved or referred to in a timely manner to concerned staff.
Prepare draft memoranda and internal correspondence in compliance with ADB's standards;
Provide back-up support for team members when appropriate and actively supporting group goals;
Performs other duties as may be assigned by the immediate supervisor and/or unit head;
COMPETENCIES:

Applicant must have the following qualifications:

At least 5 years of relevant experience in resource management or in staffing technical resources
Strong attention to detail and ability to follow defined process steps is required. Strong administrative background is preferred.
Ability to manage competing priorities on an ongoing basis.
Able to maintain confidentiality
Client oriented with ability to mediate and resolve conflicts; follows through client inquiries, requests, and complaints;
Has strong work ethics and the ability to work well with individuals from different cultural/national background;
Highly engaged and motivated and has problem solving mentality
Has good time management skills;
Possesses good communication, organizational, and interpersonal skills; and
Proficient in the use of standard office programs including MS Word, MS Excel, and MS PowerPoint;
Highly organized with the ability to prioritize workload and adjust to the needs of the service.
