DUTIES & RESPONSIBILITIES:
• Formulates and updates project HIRAC
• Prepares and submits HSE Monthly Reports to the head office and regulatory body
• Conducts safety inspections, identify hazards and recommends safe control measures
• Ensures compliance to Environmental regulatory and other requirements through adequate enforcement
• Acts as secretary of the project HSE Committee, collates HSE statistics, analyzes, determines risk levels and coordinates with the committee and recommends corrective and preventive measures
• Attends coordination meetings and other project meetings with owner, client and other contractors
• Plans, prepares and coordinates Safety plans for required safety protections in compliance to regulatory, corporate and local area requirements
• Identifies project risks then define plan for corrective measures for implementation
• Assists government officials, HSE Area Head, HSE Head, HSE Manager, the President and other managers during site visits/inspections
• Analyzes project HSE related training needs and perform site orientation and other project- related HSE training.
• Identifies emergency preparedness requirements, annual drills, trainings and programs
• Issues HSE citation and administrative recommendations for HSE violators
• Implements stoppage of operation if there is an eminent danger to people and property
• Monitors compliance of the project to DO 13 and constantly update HSE Area Head.
• Monitors compliance of the project to HSEBook of Standards.
• Checks and monitors proper implementation of HSE Management System on the assigned project, supervises all project activities while leading the project Safety Officer/s and Project Nurse/s with compliance to the corporate HSE management system.
• Assists the Project Manager in the implementation of the HSE management system
• Serve as the project expert within the field of HSE when called upon to address regulatory compliance issues
• Reports to the HSE Area Head and Project Manager. May report to the HSE Head/ Manager in case of emergency.
QUALIFICATIONS:
• Preferably a graduate of any 4-year course or its equivalent.
• At least 3 years' experience in construction HSE management or the like is preferred. c. A DOLE accredited safety practitioner.
• Knowledgeable in various regulatory requirements and labor laws. e. Proficient in the use of various Microsoft Office applications.
• Has successfully completed the required DOLE training course for construction safetyofficers (COSH).
